Entering Japan from Overseas (COVID-19)

The following information is for those whose status of residence is "Student."

  Checking immigration requirements

If you are a non-Japanese international student who is currently living outside of Japan and wish to re-enter Japan, please check the following to determine if you meet the re-entry requirements.
(1) You have a status of residence and left Japan with a re-entry permit (or special re-entry permit) and the deadline for re-entry has not passed.
(2) You left Japan with a re-entry permit (or special re-entry permit) before August 31, 2020, but cannot re-enter Japan by the re-entry deadline because the country or region where you are staying is subject to an entry ban.
In this case, in order to re-enter Japan, you must request and be issued a Certificate of Eligibility (COE), inform the Japanese Embassy or Consulate General in your country or region where you are staying that you were unable to re-enter Japan by the re-entry deadline, and obtain a visa.
Contact the International Relations Office to obtain a Certificate of Eligibility (COE). The procedure takes about three months.

  Procedure for re-entering Japan from overseas

The following procedure must be completed to re-enter Japan from overseas. 
Please note that you cannot come to the university campuses or related facilities, including Kasai International Dormitory and Kodaira  Dormitory, until you have completed quarantine after entering Japan.
From 0:00 am (JST) on January 15, 2022, self-quarantine period after their entry into Japan is changed. All cross-border travelers and returnees from countries/regions where the Omicron variant becomes dominant are required to self-quarantine in places such as their own residence or accommodations after their entry into Japan, to follow-up checks conducted by the Health Monitoring Center for Overseas Entrants (HCO) and to refrain from using public transportation for 10 days.   1. Take a PCR test within 72 hours prior to leaving the country of departure and obtain a test certificate proving that you tested negative. 
    The test certificate must meet certain criteria. Be sure to check the details and obtain a test certificate that meets the criteria before leaving the country of departure.

  2. Confirm that you have a place to quarantine after entering Japan (e.g., at your home or a hotel) prior to leaving the country of departure.
    You must remain at the hotel or the place you have arranged for quarantine for 10 days from the day after entering Japan (11 days after arrival).
    Be sure to arrange a place for quarantine before your departure. You must pay for your quarantine accommodations yourself.
    *Those coming from certain countries and regions may be required to quarantine at a place designated by a quarantine director (limited to accommodation facilities secured by the quarantine station). Please make sure to confirm the target country/region from the following page.

  3. Arrange transportation from the arrival airport to the place of quarantine before departure. 
    You cannot use public transportation for 10 days after arrival. Please arrange for your transportation (e.g., with a charter vehicle that meets the criteria) from the arrival airport to your place of quarantine prior to your arrival in Japan.   4. Bring a smartphone and install the required app. 
    When entering Japan, you must have a smartphone on which you can use the required app. If you cannot show that you have a smartphone on which you can use the required app during the quarantine procedure, you will be asked to rent a smartphone at the airport before being allowed entry.

  5. Submit a written pledge to the quarantine station. 
    You will be required to pledge not to use public transportation for 10 days, to stay at home or your designated accommodation, to save and present your location information, and to install a contact confirmation app. If you cannot submit a written pledge, you will be required to quarantine at an accommodation facility designated by the quarantine station. If you violate the pledge, in addition to being subject to detention under the Quarantine Act, your name, nationality, and information that may contribute to preventing the spread of infection may be made public; your status of residence may be revoked; and you may be subject to deportation.

  6. Submit a questionnaire to the quarantine station. 
    You must submit a questionnaire during quarantine station at the airport for a health follow-up during quarantine period after entering Japan.

  7. For 10 days from the day after entering Japan, you must stay at the place designated by the quarantine director (such as your home).
    Please use this period of self-isolation as a follow-up period and record your health condition and temperature. Monitor your health carefully, do not leave home unless necessary, keep away from others, and remain at the place of quarantine during this time.
    *Since December 1st, 2021, the reduction of the waiting period for a valid vaccination certificate has been temporarily suspended.
    *Beginning on 10, 2021, if you submit a "copy" of a valid vaccination certificate at the Japanese Immigration Quarantine, you will be exempted from 3 days of waiting at an accommodation secured by the Quarantine Station, and part of the waiting period of 14 days after your entry will be shortened.

  8. Submit a re-entry report to the International Relations Office. 
    Please submit a re-entry report to the International Relations Office immediately after entering Japan (within 2 days). For information on how to submit a re-entry report, click MUSCAT → My Tools → e-Cabinet → International Relations Office → TEMPORARY DEPARTURE FROM JAPAN AND RE-ENTRY.
  9. Contact a health center.
    Provide the following information to the health center on your campus:
    - The region where you stayed
    - The date of departure and arrival in Japan
    - Your health condition (e.g., if you have a fever or a cough; if you are taking fever reducers, cough medicine, or other medicine)

  10. (Only for those who have used the system to shorten the waiting period) Forwarding the "Notification of the End of the Quarantine Period" mail to the International Relations Office
    *Since December 1st, 2021, the reduction of the waiting period for a valid vaccination certificate has been temporarily suspended.
    If you wish to use the reduced waiting period system described above (7.), please forward the "Notification of the End of the Quarantine Period" e-mail from the Ministry of Health, Labour, and Welfare (Health Monitoring Center for Overseas Entrants (HCO)) to the International Relations Office on the 11th day of the waiting period. The person who forwarded the mail can enter the campus.

  After quarantine
