Guidance and Class Adjustments Associated with the Infection Spread of the Novel Coronavirus (COVID-19)

In response to the expanding influence of the coronavirus inside and outside Japan, Musashino University has been steadily gathering information from both internal and external sources and holding repeated deliberations on its policies and actions as a university. As we have earlier informed you, we have decided to give top priority to preventing cluster infection outbreaks on campus and have already taken various measures to ensure the safety of our campus environment, such as canceling our graduation and completion ceremonies for AY 2019 and entrance ceremonies for AY 2020, as well as discouraging the implementation of various student events and extracurricular activities.
 
Following the "Analysis of the Response to the Novel Coronavirus (COVID-19) and Recommendations," issued by the Japanese government's Expert Meeting on the Novel Coronavirus Disease Control on March 19, Musashino University has made the following decisions from the perspective of preventing cluster infection outbreaks to minimize opportunities for students to come to campus from the start of the new semester in April, with the aim of avoiding all of the following three conditions: 1) talking to many people 2) at a short distance 3) in confined spaces with poor ventilation.
  1. Cancel face-to-face guidance sessions at the beginning of the academic year, scheduled for late March to early April, whenever possible, and recommend that they should be replaced by online sessions where, for example, students can download information materials on the Internet and receive guidance by watching Web videos.
  2. Start new classes in April as originally scheduled for each year.
  3. Recommend that classes in the first three weeks following the start of the new academic year (April 9–29) should be substituted by home assignments, reports etc. or online classes, and promote these efforts with the aim of minimizing face-to-face classes.
  4. Implement trial online classes and operation checks during the guidance period at the beginning of the academic year.
  5. Allow students without access to online learning at home to use necessary facilities and equipment of Musashino University.
  6. Continue with the on-campus measures for preventing cluster infection outbreaks, such as discouraging the implementation of extracurricular activities and events attended by many and unspecified people.
  7. Regarding on-campus activities after the first four weeks in April, including classes, make appropriate decisions in a timely manner by paying close attention to developments in the coronavirus pandemic in Japan.
In particular, new students and international students from countries from which travel to Japan is restricted must be extremely worried about your life in the coming academic year. Musashino University will do its absolute best not to cause inconvenience to your future studies through exploring and implementing further counter and support measures.
 
COVID-19 is classified as a "Category I Infectious Disease," as defined in the School Health and Safety Act. In the event of an outbreak of a cluster infection on campus, the lives of all people related to our university could be immensely affected. Each of us should pay the utmost attention to health in this time of great social anxiety.
 
As a university that was founded on the ideal of "bringing happiness to all living things," Musashino University is determined to fulfill its social responsibilities to help overcome this worldwide crisis by working in cooperation with people both inside and outside Japan.
 
In this way, our top priority is minimizing the risk of infection for our students, faculty members, staff members and all the other related parties and have the above measures in place to prevent the expansion of infection for the entire university.
